The Vice President Procurement and Supply Chain is responsible for the procurement and supply chain function (and its related management systems) in support of all key functional areas of the Company as well as defining policies and procedures for procurement, logistics, warehousing, inventory management, and travel. 

Qualifications and Experience

  • Bachelor Degree in Engineering, Business, Supply Chain, or Manufacturing (required)
  • Master Degree with Business emphasis (strongly preferred)
  • 10+ years of leadership experience and a minimum of 5+ years of international supply chain experience
  • Extensive financial, commercial and P&L management, corporate and organizational strategy formulation, and corporate finance experience
  • Demonstrated comprehensive knowledge of business-to-business e-commerce
  • Demonstrated ability to lead the identification and selection of strategic partners (vendors, joint venture partners, etc.), structuring of contracts and relationships, development of effective procurement and supply chain processes and systems
  • Strong analytical, written, and verbal communication skills
  • Demonstrated ability with analytical tools (Excel, Access, Word, etc.)
  • Interest/experience in Drilling and/or the Oil Field Service Industry
  • Willingness to grow with this company advancing through a steep learning curve

Key Responsibilities and Accountabilities

  • Comply with Pacific Drilling Code of Conduct and supporting policies, standards and applicable process documentation
  • Perform all work according to agreed expectations of both internal and external customers, focus on doing things right first time, every time and contribute actively to continual improvement activities
  • Identify and report any quality or compliance concerns and take immediate corrective action as required (FCPA)
  • Comply with all applicable local, national and international regulations and laws
  • Lead staff, including development of team capabilities and performance
  • Provide departmental staff recruitment, development, training and management
  • Provide executive level leadership and strategic direction as it relates to the sourcing and procurement of assets, equipment, materials, and services (including logistic, transportation and warehousing services), to inventory management, and to the operation of the Company’s fleet spares and regional/centralized warehouses
  • Work in conjunction with the Company’s legal department to ensure adherence to country laws and regulations
  • Produce and implement PSC policies and procedures
  • Drive purchasing project prioritization and management
  • Negotiate and administer purchasing contracts as required
  • Manage, evaluate, and analyze supplier/vendor relationships, Master Service Agreements, Service level Agreements, and any other binding contract
  • Supply effective proactive liaison with other departments as necessary to forecast Company requirements
  • Devise policy evaluation while providing a well-informed decision/recommendation
  • Prepare cost saving budgeting and targeting
  • Negotiate payment terms, optimization and management guidelines 
  • Oversee sourcing and purchasing programs and processes, and ensure adherence to approved cost, quality, and delivery standards
  • Drive supplier/vendor quality through a structured standard
